Modernization Momentum is Real. But So is the Execution Gap.

For the second consecutive year, Ensono surveyed IT decision-makers and line-of-business leaders to understand how enterprises are navigating modernization in an era of AI acceleration, talent scarcity, and relentless pressure to do more with legacy estates that aren’t going anywhere.

This year, we surveyed leaders across the United States and United Kingdom, spanning organizations with $500M+ in annual revenue.

The findings are uncomfortable. But they’re necessary.

Let’s start with the good news.

IT teams are finally shifting from maintenance to innovation. The share of teams that spend most of their time on strategic initiatives rose from 25% in 2025 to 38% this year. More organizations consider themselves modernization leaders—31%, up from 21% last year.

Momentum is real.

But progress has exposed a harder truth: most organizations are struggling to execute.

• 71% of IT decision-makers report that modernization initiatives exceeded their original budgets in the past 24 months
• 61% have had to pause, scale back, or fully abandon initiatives
• 99% of those who experienced delays reported measurable business impact

Budget overruns and stalled initiatives aren’t edge cases. They’re the norm.

The Surprise: Legacy Matters More, not Less

For years, the industry narrative has been clear: rip out your legacy systems, move to cloud, modernize or die.

The data tells a different story.

78% of IT decision-makers say legacy systems play a more important role today than they did two years ago.

As AI becomes the dominant pressure driving modernization, organizations are recognizing that their legacy systems—mainframes, core banking platforms, ERP systems—contain the data that AI needs to deliver value. Nearly half (46%) now view legacy systems as a critical foundation for AI initiatives.

The smart play isn’t rip and replace. It’s optimize and extend—turning systems of record into AI fuel while modernizing applications where they sit.

• 54% say AI has accelerated modernization efforts (up from 39% in 2025)
• 52% optimize and extend legacy systems rather than replacing them outright
• 89% are actively scaling or strategically investing in AI

The Shift: Application Modernization is Now a Growth Strategy

Mission-critical application modernization used to be about risk reduction and cost control. Keep the lights on. Reduce technical debt. Avoid the outage that makes the front page.

That’s changed.

54% of decision-makers say they are very willing to significantly modernize mission-critical applications in the next 24 months.

And they’re not doing it to cut costs—they’re doing it to grow.

• 97% agree that AI is helping unlock new revenue-generating capabilities through application modernization
• 41% proactively modernize applications to support future AI initiatives
• Organizations that modernize proactively are nearly 2x more likely to strongly agree that AI is generating revenue (58% vs. 33%)

The lesson: don’t wait for AI to force your hand. Modernize ahead of need, and you’re far more likely to turn it into competitive advantage.

Financial Services leads the way. 64% of FS&I organizations are very willing to modernize mission-critical applications—the highest of any sector surveyed.

The Differentiator: What Separates Modernization Leaders

If budget overruns are the norm and most organizations are struggling, what separates the 31% who consider themselves leaders?

It’s not budget.

It’s visibility, structure, and expertise.

The #1 lesson learned from past modernization efforts? “The importance of having visibility into systems and applications before modernization begins.” 36% of IT leaders cited this as their top takeaway.

You can’t modernize what you can’t see. And you can’t execute without the right expertise.

The Talent Crisis No One Is Solving

Underpinning all of this is a talent problem that’s only getting worse.

97% of IT decision-makers say talent shortages have increased modernization costs. 84% report operational impacts ranging from reduced innovation to slower time-to-market.

The mainframe developers are retiring. The COBOL expertise is walking out the door. And the cloud-native generation doesn’t want to learn RPG.

Organizations are responding by turning to partners. 99% now work with at least one third-party partner to support modernization efforts—up from 95% in 2025. But what they want from those partners is changing.

Not just extra hands. Strategic expertise.

The UK Paradox

For our UK readers, the data reveals a pattern you might recognize.

UK organizations are more likely to plan proactively—but still more likely to stall.

• 36% of UK organizations take a proactive approach to modernization planning (vs. 26% in the US)
• But 67% have had to pause, scale back, or abandon initiatives (vs. 54% in the US)
• 77% exceeded their modernization budget (vs. 66% in the US)

This isn’t a failure of intent. It’s an execution gap shaped by harder constraints: 30+ year legacy estates, a smaller and shrinking talent pool, FCA scrutiny, DORA requirements, and operational resilience rules that slow every change.

UK IT leaders aren’t slow. They’re navigating a more complex reality.

The good news: UK budget overruns, while more common, are less severe. Only 19% of UK overruns exceeded budget by 51-100%, compared to 33% in the US. UK organizations catch problems earlier—they just can’t prevent them.
